Holly Schroeder

Chief Executive Officer

Holly Schroeder joined the Los Angeles-Ventura Chapter as Chief Executive Officer in 2005. In this role, she oversees the day-to-day operations for the Chapter, including long-range planning, member services, community partnerships and communications outreach. She is focused on building and expanding on the chapter’s public affairs efforts and developing new outreach opportunities to address issues that affect the home building industry and, at the same time, increase BIASC/LAV’s recognition and influence.

Previously, Schroeder was with the Oregon Department of Environmental Quality (DEQ), where she was responsible for managing the agency’s Water Quality Division. She worked for the DEQ for nearly a decade in various roles, including organization improvement coordinator for the agency’s Management Services Division and policy manager. Schroeder also worked for Waste Management Inc. in a variety of positions, including environmental compliance and policy development.

Born and raised in Ohio, Schroeder has a bachelor’s degree in chemistry and French from St. Olaf College in Minnesota, and a master’s degree in applied information management from the University of Oregon.

Marta Golding Brown

Antelope Valley Director

Marta Golding Brown became the Chapter’s Antelope Valley Director in 2011 following the merger of BIASC’s LA-Ventura and Antelope Valley chapters, where she previously was chapter director. Brown coordinates BIA activities in the Antelope Valley, including working on development issues in the cities of Lancaster and Palmdale and unincorporated areas of Los Angeles and southeast Kern counties. She also coordinates the local sign programs for the BIA and its members in these areas.

Brown has more than 16 years’ public administration experience in redevelopment, planning and development in Lancaster and the Las Vegas area. She also was a partner in the firm Brown & Carlton Consulting, providing government affairs advocacy and public outreach for land use projects.

Born and raised in Lancaster, Brown has a bachelor’s degree in behavioral sciences from John F. Kennedy University, and a master’s degree in Public Administration from California State University, Long Beach. She is past president of the Lancaster Sunrise Rotary Club, and a Rotary district executive.

Sandy Sanchez

Director, Government Affairs
As director of government affairs, Sandy Sanchez works to advocate for pro-development policies throughout Los Angeles and Ventura counties.

Sanchez has more than 10 years of extensive experience in real estate development. She has been directly involved in land-use planning, entitlements and project management, as well residential lending and strategic positioning with stakeholder groups and public officials. 

Her specialties include forward planning management of single-family subdivisions, podiums, and tilt-up buildings; community infrastructure installation and construction management of big-box retail projects.

Prior to joining the BIA, Sandy was the director of pre-development at O&S Holdings and also served as a project manager for D.R. Horton for more than five years.
